Cat(s) on a Hot Tin Roof?

I still am not able to get rid of a family of cats on my roof here in the Philippines. The roofs here are sheet metal so you hear everything. There is NO Humane Society here toi get the cats. Not even animal control units here to help take them away. I tried to spray vinegar around the area where they are playing. (male/female & 3 kittens)...no good. I was thinking of putting broken glass all around the roof. They are keeping me awake at night. The landlord came with a worker and took the female away but I think it was just another female and NOT the mother of those kittens. Does anyone have a better way to get rid of this mess? Please...NO smart remarks either. I will not poison them or shoot them but need to relocate them some how. Can you help?
