Can I give my puppy flea meds at her age?

I have a tea cup pomeranian, she will be 4 months old on the 24. I just got her 4 days ago & she seems to scratch a lot. I checked for fleas, didn't see any crawling around but I did she tiny black spots on her coat. (no, its not part of her coloring) can I treat her for fleas just in case she does have them? I don't want to hurt her if she is toi young and too small for Frontline, Advantage or anything.
